You have not mentioned his developmental milestones or his birth history.
As far as I can deduce from your question,he probably is a case of birth hypoxia,which could explain the seizures and delayed milestones.
Unfortunately,if that's the case,you will have to be very patient,he will do all things,but very delayed.
If you mean by recovery that he be like other children oh his age,then I'm sorry,no.
