Fish scales type dead skin cells ring

Asked for Male, 28 Years

I have got a ring on my right ankle which seems like fish scales comprising of dead skin cells. While its moist it is not visible but gets white when dried up. It is also very very itchy sometimes and on tremendous itching skin cells come out and start to bleed. Am I suffering from sometype of eczema? Which dermatologist shall I consult and is there some immediate medication?
