It looks like a stye ,she will need antibiotic and anti-inflammatory medication .
kindly provide with her weight so I can prescribe treatment ,if possible show a local ophthalmologist.For now You can do cold foementation and eye drops moxi 4 times for now

It is becoming preseptal cellulitis..that is infection of whole eyelids..she needs immediate oral antibiotics....if u can consult local ophthalmologist..then do.. otherwise u can do online consultation with me...I will prescribe u necessary medications
