Eye Dark circle, fungal infection,cracks

I am having dark circles about 5 yrs. Sun burn spot on face.Face looking dull. Burning face sensation.Sensitive skin. Fungal infection about a year. Cracked heels. Skin becomes very dry in winter. No freshness on face. Suggest any cream for both.
