This may be case of tongue tie. It's very much treatable. Kindly, get it treated as much as early in age as possible. Tongue tie when treated later on in growing years of life cause speech impediments and other oral problems in addition to feeding difficulties that you are facing currently.

The reason might be tongue tie it's not big thing to worry you can get it operated with lasers where in less of chair time and lasers don't need much of anesthesia and healing will be very fast
So I suggest to go for lasers if it's tongue tie
Tongue tie, might be the reason , it is formed during the development of tongue, not to worry , try to position the baby in 60 degree position while feeding, will solve the issue for the time being.
Tongue tie is a simple surgery that will be performed later when the infant becomes child.
