Exfoliative chelitis. To be working.

I have exfoliative chelitis since 12 years now. the whole layer of my upper n lower lip peels revealing red raw lips. There is multiple Fordyce spots on whole layer of mytop lip. I can attach pictures of my lips. I have tried many medications tracolimus, clobetasol mometasone, Calendula ointment, sebamed lip balm none of the topical treatment's has provided any relief or shown any progress. I have also done multivitamin course but no improvement.  I have also tried to leave lips alone without peeling but it made my condition worse more inflammed lips. I don't know how to cure this condition. The layer of skin on both lips becomes white when in contact with water and peels everyday. Many dermatologist recommended me lots of creams but nothing helped at all. Is there any surgery options to fix this condition as no topical treatment seems to be working.
