Hello, You should use lubricating eyedrop like refresh tears instead of tapwater to remove the dust particle  Start antibiotic eyedrops like moxicip 4 times a day for 5 days. It's recommended to visit a nearby ophthalmologist to manually remove the foreign body and see if any corneal abrasion is there and treat the same.
