Dry skin under scrotum between thighs

Asked for Male, 63 Years

I am 63 year old man. Below my scrotum I get irritated due to friction while walking. I have been using as per dermatologist's advice Moize LMF 48 lotion for one year or so. But that is not sufficiently useful. Even after applying it. I am getting same irritation. Has blood sugar any connection to it? I am diabetic.
