Dry skin probably is the problem
I have been having this flaky white peeling off dry skin going on both sides between my legs , it has even spread to my buttocks. It itches, it crusty hard like the texture of eczema. I tried soaking in water, washing that area. I try aveeno dry itchy skin dermatologist recommended one. And it has help my buttock but not other area.
