There's this weird dry outgrowth of dead skin on both the thumbs of my feet. This condition gets slightly better in winters or when I wear socks, but now it's worst. The growth extends outside the thumbs, when I stand or lay my feet flat against the floor, thus is slightly uncomfortable. This is painless, so I don't know what is this? My skin isn't even dry during summers. Can someone please tell me what this might be? Or is it something serious?

This could b a Callosity or a impending forming corn. Corns and calluses are thick, hardened layers of skin that develop when your skin tries to protect itself against friction and pressure. They most often develop on the feet and toes or hands and fingers. Parting can be done to help reduce the skin thickness. Consult a Dermatologist for the same.
