This kind of rash can be due to multiple reasons. Some times hair getting struck in tight jeans or undergarments can irritate the skin can also cause such kind of rash. Sometimes herpes zoster in early stages can look and present the same way. Wash and clean the area properly, wear lose clothing, apply coconut oil for 2 to 3 days.
If it doesn't clear or you find water filled bubble in that area visit a dermatologist immediately.

If it pains it may be a viral infection. Herpes zooster. Show to some Dermatologist if not just allergy
