Does Circumcision helps IUI treatment?

Asked for Male, 28 Years

We are planning to take IUI treatment because my wife has PCOS. On this process, we tested my semen and found the formation is only 3%. I consulted Andrologist, he examined my penis and told me that foreskin is covered and I need to do Circumcision to improve IUI treatment. Does Circumcision helps semen formation percent and increase IUI chances?
