Hello....... He is 54 years. High blood pressure can cause tinnitus, dizziness.... Other cause include anxiety , stress, worriers, lack of sleep, etc... Take him to general physician for general examination. He has to settle down then only he can sleep... Ask him if he has any emotional issues.
