Discoloration in my lips

Hello Doctor, i have this problem for quite long time. i dont have any habits like smoking or drinking. my lips skin is so thin and peels off easily with white layer on it..also i have discoloration inside my lower lip.attached the image.please suggest me if this can be cured..
