Hi, A cervical rib is an abnormality that's present from birth It's not usually a problem, but if it presses on nearby nerves and blood vessels, it can cause neck pain, numbness in the arm and other symptoms. This is known as thoracic outlet syndrome. Treatment would be Pain management and stretching exercises advised by Physiotherapist.

It can’t be said with certainty until and unless you get your ENT evaluation done and screen for vestibular impairment. ( vestibular canal is like a spirit level built inside your middle ear which tells brain of body positioning) if your vestibular system is not problematic then the next impairment is either your brain is sending out commands in wrong way or the muscles are executing it wrongly or it could be faulty connection between your brain and muscles. Thus you need to get your balance and coordination assessment with musculoskeletal evaluation done.
