If she has been diagnosed with diabetic retinopathy she might need close follow up and may require 2-3 sittings of laser , even intravitreal injections depending on stage of disease. In advanced stage might need surgery as well. So consult your retina specialist for further assessment.

So much pain at so many places in body suggest your mother is suffering from diabetic neuropathy . Show to nearby neurologist. Laser photocoagulation of retina for diabetic retinopathy ID is a preventive measures to stop further loss of vision and retinal damages. Don't expect spectacular visual gain after such lasers.
