For present management if he refuses to visit a psychiatrist then you can take him with you telling him that you want to visit doctor for headache etc.. and the psychiatrist can indirectly watch or evaluate him. Then some dispersible or liquid meds can be given . After few days he may improve and be ready to visit a psychiatrist himself.

As your uncle refuses to take treatment or visit a Psychiatrist, the family members, his wife or you and his parents can take an appointment with the Psychiatrist. Inform the Psychiatrist all the details and show all previous papers. Based on this, the Psychiatrist may give some liquid medication drops for your uncle. Once he is better on these, he can be persuaded to visit the Psychiatrist. Alternatively, the Psychiatrist may do a home visit, or admit your uncle and treat.
Do not delay treatment.
Hope this helps.
