gum swelling can be usually due to:
1. dirty teeth
2. cavity and infected tooth
3. Gum infection due to piercing of a food particle

In any of these cases you need to see a good dentist to find out the cause and get it fixed..the treatment can vary depending on the location and severity of gum swelling.
Start rinsing your mouth with warm water with some salt in it. Please get it treated asap before the infection spreads.

For tonsils you need to consult an ENT surgeon.
