Dark spots and dark lips

Asked for Female, 26 Years

I am getting married in 2 months. 1. My upper lip is darker and i have acne like spots on my upper back and butt. Can this be removed with a pee or somethingl because I think laser is really expensive for me. Also will this be a permanent solution for me? 2.Also I wear cotton underwear and let my skin breathe, why do I still get acne on my butt and upper back?
