Due to smoking my lips have become really dark. I plan on undergoing the q-yag lip laser treatment. Is it safe? Any side or after effects? Will I have to stop smoking completely before undergoing the treatment?

Smoking is not a contraindication for laser treatment, but smoking will definitely lead to recurrence of dark pigmentation, so you will have to stop smoking. Kindly revert back with image of the affected area for better help.
