Cystoscope itself is safe procedure.
For anesthesia u have to ask to Anesthetist. It depends on other comorbidity like hypertension , diabetes, Heart condition etc

Cystoscopy is a safe procedure. No issues if indicated at any age.
Regarding anaesthesia that will be judged by the anaesthetist if it is safe for the patient. Cystoscopy can be done under local anaesthesia also
