Cut outside anus
I don't have any pain in anus and nor during bowel movement. I just randomly I rubbed finger around the anus (outside) and I felt a tiny little cut and it felt little burning/pain when I rubbed it. Is it an anal fissure? Can fissure be outside the anterior side of anus?

Yes its probably anal fissure.  High fiber diet . Sitz bath and anobliss cream local application

Fissure is nothing but ulcer in the anus. Definitive diagnosis can be done after examination and proctoscopy.
