I have had a chronic problem of tender and cracked foreskin on my penis. it heals and cracks with regular frequency.

Hello,,, cracked foreskin may be due to dry skin or due to fungal infection,, try using moisturisers for dry skin or antifungal cream for fungal infection. If it's a chronic problem,,, repeated healing may lead to phymosis (condition where you can't retract foreskin back), so it's better to undergo circumcision (surgical removal of foreskin).
