Avoid for a few days . You can restart in smaller quantities after a few days and again see the effect . If still has same symptoms avoid it altogether. As your baby is a year old and must have started taking solid food by now , gradually increase the quantity and variety in the solid food . Milk is not that essential if a large variety of semisolid foods are being included in the diet . If you are still breast feeding also ,  you may continue that additionally

You can give cow milk . But start with very low quantity and gradually increase over weeks. Cow milk has risk of allergy. But if you give in this way. It will be better. If loose stools persist than cow milk should be stopped.
