Can we reverse minute cavities ( only black spots with no presence of holes) with medication or filling is the only solution?

If their is minute cavities then fillings are only option. Because no medicine can reverse them. After fillings you need to maintaine good oral hygiene as much as you can.

Depends on the extent of carious involvement of tooth. Remineralization is possible for very initial decay. Use fluoridated toothpastes or other medicated toothpastes such as sensodyne repair and protect which have remineralizing agents in them twice daily for best results.

No you can't reverse them but early diagnosis of cavities will have good outcome of treatment.Filling is the solution if they are not very deep.Hope I am able to satisfy you
