With the information submitted by you it is impossible for us to help you out..  We would need details of birth and current status of baby to help you prognosticate.
Next Steps
Please ask the Doctors incharge to brief you about childs condition.
Health Tips
Do not panic at times babies have few issues post birth which might not be problematic all the time.. Doctors may be busy they will brief you if requested..

With this information it's very difficult to say anything. Not crying after birth can affect the brain of a baby very badly,if the baby is in NICU definitely there will be a lots of problems.. Please consult the on-duty doctor of NICU or the consultant neonatologist (under whom baby is admitted) of the hospital, they will definitely help you and explain it to you.
