You seem to be describing a birth mark. depending on the color and thickness of the birth mark a combination of laser resurfacing, laser depigmenting and laser hair reduction can work. If the nevus is thick you may need to get plastic surgery. The best advise is yo meet a dermatologist so they can advise on the best course of treatments.
