Balanitis since 6 weeks. Severe problem!

Doctor I am suffering from Balanitis from 6 weeks now and the problems are increasing day by day. •It started when I applied soap on my penis to clean it •At the urethral opening There was slight inflammation first then it resolved in 5-6 hrs , but it was still red and swellen •It remained same for 4 weeks. •Then 10 days ago I spotted some little tiny red dots on glans and there was no pain and itching but I got scared and applied Neosporin oint and took norflox 400 . •And 3 days ago I washed it with Luke warm water and it became severely inflamed and painful •And its increasing ever after that •I am not diabetic •Not sexually active •Had fungal infection 4 years ago in groin area but it was resolved and never reoccurred •I have been very hygienic I don't how I ended up in this situation Please help me I am in Severe problem
