It seems to be case of congenital non canalization of nasolacrimal duct, get your child with mother to experienced Opthalmologist & get mother trained for lacrimal sac massage & continuously do it for 2-3 months 4-5 times a day while lactating the child.

hello. please specify the exact age of baby. If its new born it could be many causes, commonly infection, or block in tear passage. Please consult an ophthalmologist soon for appropriate treatment .
