Humans are warm blooded and our blood is wram so when the outside temperature falls below the temperature of body we feel cold as the body is designed to maintain the optimal temperature as its important for the different organs to function normally. Older people loose body fat and which acts as insulation from outside cold and also they do not produce enough heat in the body due lo less physical activity and reduced intake of food

Old people if feel more cold can be becuase of Thyroid diseases or Issues in blood corculation as the blood channels or pipes in body become less flexible and become hard so the warm blood   cannot flow and thus mantain warmthness
