Weight gaining problems

I calculated my bmi & its normal.bt still hav bellyfat & fatty hands.i want to loose3kg of xtra fat and gain lean musclemass.Bt i m confused hw to do it?if i do cardio in morning empty stomach thn i loose fat bt muscles also.i dont want to loose my muscle mass & cant afford prework suplement.i m pure veg & dont eat egg
