Since you had a scratch from a rusted iron hook (even if no bleeding), the worry about tetanus is understandable. What matters is your tetanus vaccination status:
If you have had a tetanus booster within the last 10 years → no new shot usually needed.
If last booster was more than 10 years ago, or you don't remember → a tetanus booster (TT/ Tdap) is advised.
If you never had the full childhood course or it's been more than 5 years and the wound is dirty/ rusted → doctor may suggest booster right
away.
Since your wound is minor and you washed it with soap, risk is low, but if your vaccination is not up-to-date, better to take a booster for safety

If you have completed your childhood vaccination schedule and had a booster within the past 5 years, you don’t need another shot.

Tetnus toxoid injection does not give immedeate immunity unless taken as a booster dose.
Although your injury and subsequent cleaning and washing will reduce chances of infection.
In my opinion you don't need TT shot for this .It is always advisable that one should get TT boosters every year more so if he is in a prone to injury job

Take TETANUS IMMUNOGLOBULIN INSTEAD OF vaccine, as antibodies will take at least 3 months to be produced from vaccines. But immunoglobulin are EXPENSIVE, SO IF YOU CAN'T AFFORD, TAKE VACCINE.
