The gum near my top to incisors has been swollen for three weeks and it bleeds every time there's pressure on it.

Dear madam as you confirm the swelling is only in the top incisors it very much suggests of a mouth breathing habit and some amount of plaque and tartar increases the chances of bleeding on pressure.
Next Steps
You should visit your nearest dentist as soon as possible to reduce the effects of this habit of yours on your Gums and subsequently your teeth.
Health Tips
Visit a periodontist preferably, he will also help you reduce the mouth breathing habit if any.. Take care and keep smiling

Most common reason is local factors like plaque and tartar . The others could be deep bite , mouth breathing or prominent labial frenum
