Some of my teeth root almost out of bone

I'm on braces which had pushed my teeth too far back inside making some of the teeth in both my upper and lower jaw to almost come out of the bone in the cbct  but my ortho just flare out the upper teeth a bit without doing anything for the lower teeth...the second ortho whom I went for consultation told me to remove all my wires and leave only the brackets and let my teeth relapse for three months...what do you think I should do

During orthodontic treatment, they incline your teeth inside. This is known as root torquing. Though it might look like they are out of bone in ongoing treatment. Once treatment is finished then bone will form around the roots.
Next Steps
i would suggest removing the wires and allowing the bone to heal and then restart after a few months.
