Skin itching

Since you’re saying there is no rash and just itching, I would need to know more, about general hygiene, sharing of towels/napkins and general living conditions. It could be fungal like you rightly pointed out and started on candid powder. But it could also be something like scabies which comes in bouts, especially at night and in the morning. The treatment for both would be completely different.
