The recurrent red spots on your scalp appear to be a form of seborrheic dermatitis or possibly chronic folliculitis, both of which can flare and subside intermittently, especially on oily or shaved scalps.
Next Steps
A dermatologist can examine the scalp more closely to confirm the cause and recommend the right medicated shampoo or topical treatment. An online consultation would be helpful to assess this in detail.
Health Tips
Avoid using harsh hair products or shaving too close to the scalp. Use a mild anti-dandruff shampoo regularly.
