One month after sex(protected) beta HCG shows less than 1.2 , UPT also negative, can i confirm that i am not pregnant? My missed period date is 18th October

Both these tests are negative so most probably you are not pregnant. But you are overdue by 17 days . So you will have to have your periods.
Next Steps
You should consult a Gynaecologist on Practo.  He can advise you regarding next step , that is to get your periods now and have regular periods in future.
