How  many children you have earlier? If it is a  first pregnancy  then you are not a good case for normal delivery. You have placental insufficiently,  big baby,  cord around the neck, and  mild oligohydramnios.  All put together you may have to be moved to operation theater as an emergency even if you try for normal delivery. But there is nothing in this report that would need an advise against normal delivery. A single loop of cord or mild placental insufficiency does not need caesarean.
