Neck stiffness and brain

Does neck stiffness or cervical spondylosis mild posterior osteophytes in lower cervical region/ stiffness in the neck region and severe pain in the cervical muscles have any impact on brain functions? Like blood supply or lymphatic drainage or circulation? Please guide. Does it cause memory issues or any impaired brain functions? Normal x ray with mild changes but lot of pain and neck muscles stiffness. Eyes were affected and even headaches were there.

If there are symptoms like persistent numbness, weakness in the arms or severe radiating pain then MRI of the cervical spine should be done.
