Yeah, when u be on calorie deficit diet, initially u only loose fat just deposited on upper adipose tissue but to burn stubborn fat, u need to workout much more in terms of diet and physical activity. Alone calorie reduction is not suggested as it involves all other parameters to consider.

To build muscle, intake of all other nutrients along with protien is needed. Type of protein and how much it's absorbing to the body, any anti nutritional factors that affecting the absorption of the nutrients, basal metabolic rate, medical history, drug interactions and type of exercises etc., All these are essential to plan a diet.
