Irritation in anus skin

I had irritation in skin for past 1 month initially it started with itching then itching reduced but had a feeling like something is there in anus. Today I asked my husband to have a look and he captured above pic. It looks scary some white thick layer I could see and kind of two holes very much worried now do I need to visit skin or surgeon or GI ?
