Heavy lip peeling every day.

I had lip biting habit. After that my lips cracked skin layer comes and get peeled off every day when i bath or drink water skin layer becomes white due to moisture then becomes normal after 4-5 mins. i used NMF Lip balm and tried many home remedies. But nothing works. Please help. Is it curable?
