Swelling in both leg and hand .and tightening in both leg ...almost all test done but not find what is exactly..whose department deal the problem?

You have not mentioned , which blood tests are done.Your symptoms could be related to water retention of the body . Ideally you should consult with an endocrinologist first and seek advice.
