Frequent muscle cramps

I have frequent muscle cramps in both my upper thighs and also arms( sometimes one arms or sometime both). If we have exercised for the 1st time we get a pain right, i feel the same sort of pain and its no going away with hot packs or general ointment application. Which doctor should i consult and what could be the reason for this?

Could be due to lack of b12,vit d,electrolytes or a sugar/thyroid problem
