I've a dark circles and a dark neck. Please let me know what should I do. Also I need assistance for the sunscreen, which sunscreen should I use to protect my skin.

Need to know your skin type for sunscreen. also need to rule out causes of darkcircles, is there any vitamin, iron ,hemoglobim deficiency. your stress level  , screen time etc. for dark neck also need to check sugar profile amd lipid profile. there could be insulin resistance causing acanthosis nigricans.
