It is highly unlikely that someone can play both roles. But If the person has both degrees he can be both. However that is seldom seen because it might become a bit tough to handle both professions. Still if some people can do it who is to stop them? Only thing is that both degrees have to be legal.

No they both are not the same. The psychologist is someone who gives therapy and can only do a preliminary diagnosis which is not the final diagnosis. A psychiatrist on the other hand can do the final diagnosis and prescribe medications for the same.
