About shortness of breath

My mother suffering from uterus cancer 10 year ago. And her uterus removed and after that radiotherapy given . She is quiet ok from 10 years. But past one month she is
complaining short of breath after walking 50 meter also. Her hemoglobin 10.5 bp is also ok. But esr is around 90 in 1 hour. She is also having swelling in feet. But my main concern is short of breath. Sir is there chance of lung cancer. Should i go to physician or cancer hospital. Please guide me.
