Hello This looks like a harmless boil. Avoid applying anything. Please remember 1st year of life is of Rashes.... Because the child is being exposed to a new allergen daily, as everything is new for the child. Just ignore such rashes. Always better to see your Nearby Doctor, in case of doubt rather than online consultation in such cases.
