Is applying 0.5ml of 10% minoxidil twice daily equivalent to applying 1ml of 5% minoxidil twice daily?

Mathematically yes. But as volume of 10 percent is less, it may localise to some area only and not be applied over full scalp as required. Moreover side effects may be higher with higher concentration

No unfortunately it means higher concentration and poor spread ability. It is not the same as in tablets- split the tablet into two.its half.
