I hope you're not using a strong disinfectant for the floor. If not, then consult a vet as it might be an infection. Only after proper diagnosis treatment can be started.
It looks like boil/ pustules. It usually happens if there is any local infection/ wetness in that area , and puppies that didn't get deworming in proper intervals can also get it. It can be easily treated once we know the exact root cause.
